Simply fast travel to Watcher's Grave on Nessus and head north within the zone. Xur can be spotted standing on one of the massive branches of a gigantic tree on the right side of the path.

Destiny 2 Class Armor and Exotic Cipher

Xur's duties persist in offering the usual weekly quests, exotics, and legendary gear. These quests not only enable the purchase of a second fated engram but are also essential for obtaining legacy exotic gear from the Tower kiosk. An average roll for an underutilized exotic, the Fr0st-EE5 requires continuous sprinting to experience its effects, which may not be ideal for higher difficulty encounters. This makes it a less compelling choice.
